The Circular requires that from 2024 to 2026, the pilot project of "one hundred counties, thousands of stations and ten thousand piles" will be carried out, and the planning and construction of new energy vehicle charging facilities in key villages and towns will be strengthened. The central finance will arrange incentive funds to support pilot counties to carry out pilot work. Relevant local departments at all levels should actively introduce relevant policies in terms of land, electricity prices, and service charges, so as to form a joint force of policies to effectively make up for the shortcomings of public recharging infrastructure in rural areas, and strive to achieve "township coverage" of rechargeable infrastructure.

In terms of the reward standard, the notice makes it clear that the central finance will provide incentive financial support to the pilot counties that have been put on record with the consent of the three departments and have completed the task targets, and the demonstration period of each pilot county is three years. The reward standard is set according to the power utilization rate of the charging facilities in the pilot counties every year, which is divided into three grades. During the demonstration period, the pilot counties that achieve the highest goal each year will receive up to 45 million yuan.

The notice requires that the incentive funds are mainly used for the construction and operation of charging infrastructure in pilot counties, and shall not be used to balance local financial resources, or to subsidize the purchase of new energy vehicles and the operation of new energy vehicles. After the completion of the pilot project, the three departments will give excess awards to counties that have exceeded their targets and have obvious demonstration-driven effects on the surrounding areas according to 10% of the reward standards.
