It has expanded the scope of the function of government procurement to support science and technology innovation policy, and strengthened the effectiveness of science and technology innovation policy support.

The purchaser shall set up procurement packages in the light of the situation of the procurement project and the undertaking capacity of small and medium-sized enterprises, specifically for small and medium-sized enterprises.

At the same time, the measures stipulate that for comprehensive procurement projects for which the work content is difficult to divide, the purchaser shall require the supplier who has obtained the procurement contract to subcontract a certain proportion of the procurement project to small and medium-sized enterprises, promote small and medium-sized enterprises to participate in innovative R & D activities.
